Male: measure from pubic ramus to tip of glans with gentle traction applied
Female: measure with labia major separated and the prepuce skin retracted.

Males, by gestational age, in cm
- 30 wk    2.5 +/- 0.4
- 34 wk     3.0 +/- -0.4
- Term    3.5 cm +/- 0.4
 

Females, in mm
- Term   4.0 mm +/- 1.24
- Preterm: clitoris achieves full size by 24 wks, and may appear more prominent  relative to the labia in preemies
